Dear Friends,

This week I decided to deal with the attempted elimination of the Turkana people of Northern Kenya especially at Isiola by the Muslims there using Somali Terrorists. In this message we itemise the deaths and destruction to date over the last two months and the arrest and persecutions of the elected counsellors of the Turkana there. From my visit in October there were a very large number of people killed and we reported those deaths to the Senior authorities. We did receive some assistance but the Muslim elected officials were most unhelpful.

Our officer at Isiola at Amiet and Attir wrote this week greeting us and informed us that the situation in Isiolo now was worse. Our CCG members are now camping at the Isiolo police station because when they were there in the nearby military camp where they had taken refuge previously they reportedly have been chased away by senior military officers fearing to be attacked by Somali militia. He said that they were now hanging around. They don’t have enough to eat or to drink. The (Muslim) camel herders and the camel owners have sworn they will not migrate from Isiolo west or Turkana land. They say no body will live in Shambani and Eremet (Turkans lands). They have allegedly said: “let that be the battle field.” The Turkana are now suffering a lot. He says that even the man who was assisting us sometimes in Red Cross in Isiolo, Mr Daudi Chorera, died in road accident last month. They asked us for assistance.

We were informed and we have found that we got little assistance from the IRC and they appeared to be misdirected by the Muslims in the area in terms of from who and what assistance they have.

This is the basic report sent to me by the Turkana elected officials who the Muslim officials are seeking to have arrested and prosecuted.

WEST LOCATION ISIOLO COUNTY DISPLACEMENT

Isiolo county ethnic clashes this time [are] proving to be recurring even to the extent of covering the entire Isiolo West location to be renamed as Burat loation according to the recent IIBEC resolution. The location is the home of the Turkana communities living in 1. Ntirim together with the other farming communities like Merus, Kikuyus, some Samburu, some Borana 2. Maili Tano Mainly Turkana and some Merus. 3. Akadeli Turkana, Kambi Sheikh the home of Turkana and Borana and some Merus. 4. Kambi Turkana Mainly Turkana. 5. LMD Mainly Borana and Somali communities, 6. Game; Mainly Turkana with some Merus. 7. Lotiki Mainly Turkana, 8. Shambani mainly Turkana, 9. Ariemet mainly Turkana 10. Amekwi; mainly Turkana and 11. Loruko; mainly Samburu and Turkana.

The entire area has a population of over ten thousand people with the following institutions in place 1. Elsa Primary school, 2. KWS headquarters, 3. Army Forces Training College, 4. Kakili Primary School, 5. Kambi Juu integrated school, 6. Akadeli Primary school, 7. Kilimani Primary school, 8. Emejen Primary School, 9. Shambani Primary school, 10. Alamach Nursery School and Loruko Primary school.

The west is forecasted as the main anticipated location for resort city investment area in the vision 2030. Other resources that exist in the location are sand which is harvested for construction purposes in Isiolo and the larger Meru Counties and beyond not forgetting rich flora and fauna. The recent development is community conservation efforts.

On report regarding the clashes the following are incidences as per the recent clashes that took place in the mentioned location between Sunday 25thFebruyary - 6th March 2012. The episode started with the Somali, Turkana and Borana plying for peace initiatives on Friday 24th February 2012 at Game village.

PROBLEMS

Persistent killing of innocent people, women, mentally challenged and children.

Breakages into unburnt houses, looting and taking an estimated property in the broad daylight using vehicles under armed bandits.
Burn houses and property of unknown value
Grazing camels, inside plots, shambas at gun point.

Barring members’ communities from accessing social amenities, schools and basic needs like water causing closure of Shambani, Emejen Primary and Nursery school, Alamach Nursery, Ariemet Primary school, Kambi Juu integrated school, Kakili primary, Lowangila primary school, affecting the learning environment of Nomads, Kambi Garba, Attan, Chuvierre, Daaba, Elsa and Ngaremara Primary schools.

Displacing about 10,000 members of Turkana tribe from their homes, scattering them to the neighbouring centres such in Archers post, Ngaremara, Isiolo and Meru town among other places.

People are facing frustrations by being displaced from their normal way of life rendering them vulnerable to diseases, scorching sunrays, hunger, exposure to colds, mosquito bites and snake bites.

Barring the occupant of the villages from accessing basic social amenities including 615 primary school and 250 pre-school going age children from both Emejen and Shambani Primary schools.

OUR QUERIES

Why our able government is not bringing an end to this tribal chauvinism, animosity, hatred, wanton revenge and alien bandits who just kill on site of the people of the opposite tribe regardless of sex, age, mental state among other human elements?
Where is the protection our government promised its people when it took office?
Who are the planners, financiers, Implementers of this dirty game?
Why is it that our Hon MP [M. A .Kuti a Muslim] whom we gave office through our votes is silent?
Who will be accountable for the lives of innocent people; either the incumbent mp or the current political reign?
What is the phenomenon behind the camel menace, who can explain why the camels and their herders/owners are a source of insecurity in the government ? Is it the camel owners? Or who? Why? and what are they doing about it?.

SUGGESTED INTERVENTIONS

IMMEDIATE SUGGESTIONS

Removal of invading camels from our plots, shambas and land
Creation of provision of AP posts at Shambani, Lotiki, Game, Ariemet, Alamach and Mugur Nanyore. This has been requested by the communities since 2002. To date nothing has been done, despite communities having even built security houses e.g. Ariemet.
As a matter of urgency RDUs should be put in these centers while arrangement for the AP Post are being sorted out especially at Shambani, Game, Lotiki and Alamach where education of the innocent children is adversely affected to date. The residents of Alamach and Lotiki have not returned to their burnt homes since December 2011. The pre-school has not been reopened to date.
Through implementation of item no. 3, then, immediate re- opening of Emejen, Ariemet and Shambani Primary schools be done accordingly.
A local chief be posted at Shambani centre to assist in local administration in the larger west location, or an assistant chief to be deployed in shambani to assist the government in taking services closer to the people.
Creation of local tribunal comprising of Local professionals in the field of social work, building and construction, religious leaders, government representatives, NGOs among others and elders whose function will be to make on site visits and establish value of looted, lost and burnt houses .

LONG TERM INTERVENTION SUGGESTIONS

Seeking of legal services to establish the rights of the affected communities
Compensation of peoples’ “lives” property and other related losses.
Land of Turkana community to be surveyed and demarcated and related documents of land ownership be given to the recipient owners.

The Christian Churches of God support the efforts of the Turkana peoples. It is obvious that there is a policy of deliberate ethnic cleansing and genocide being implemented from the Muslim communities both in Kenya and from Somalia using the Al Shabaab terrorists and tribals from Somalia and on either side of the border.

The legal team of the Turkana are seeking action in protection of their people and it appears to us that this is a case of crimes against humanity actionable at the ICC.

We call upon the Kenyan authorities to bring these crimes to an end and take action to end this injustice and establish police posts and security post of Army units with direct actions to engage and bring these matters to a halt.

Further the Australian Government should stop any pretence of assisting these people. The last time we asked for some assistance for these people who were being killed in droves of women and children and old men we were told that we had not detailed our gender considerations in the applications. We pointed out that we were trying to keep these people alive regardless of their gender. I have seen no evidence of any effective provision of Australian or IRC assistance in the area to Christians or these people under threat of genocide. Please pray for these people and remember the story of Esther. This is now over Purim and to the end of Adar (see the paper Commentary on Esther (No. 063)).
